Our consciousness arises out of our cellular building process from conception forward. As cells continue to live and divide in conscious proximity to other living cells, consciousness increases. Without consciousness there would be no healthy cellular growth, just disorder.
Our consciousness did not have a pre-existence because its existence is predicated on the physical foundation that was brought forth at conception.
